“The month of Ramadan in which was revealed the Qur'an, a guidance for mankind and clear proofs for the guidance and the criterion (between right and wrong).” (Al-Baqarah 2:185)
"O you who believe! Observing As-Sawm (the fasting) is prescribed for you as it was prescribed for those before you, that you may become Al-Muttaqoon (the pious)” (Al-Baqarah 2:183)
“Verily, We have sent it (this Qur’aan) down in the Night of Al-Qadr (Decree).”
It is mustahabb in the sense of being strongly recommended in Ramadan to study the Qur’aan together and to read it a great deal. You may study the Qur’aan together by reciting it to someone else and by having someone else recite it to you. The evidence that this is mustahabb is the fact that Jibreel used to meet the Prophet (peace and blessings of Allah be upon him) every night in Ramadan and study the Qur’aan with him.
